The Second Officer is the designated Navigation and Safety Officer of the vessel, as well as librarian for the Deck Department. 

Responsibilities:

  • Maintain a safe and efficient navigational watch in accordance with international and local regulations, Master’s Standing Orders and company procedures and policies and maintain the Deck and Radio Logbooks 
  • Prepare Passage Plans and complete the necessary pre–departure checks 
  • Ensuring that all navigational equipment is in good condition and function–tested periodically and records maintained (i.e. radars, echo sounders, compasses, sextant, weather fax, GMDSS, lights, flags, binnacles, etc.)  
  • Maintain a current chart folio for the vessel’s trading area, with all charts and nautical publications up–to–date and a correction log in place
  • Ensure that all Deck Department manuals/publications and records are properly indexed, identifiable and easily retrievable in accordance with the established procedures 
  • Care, inspection and maintenance of all lifesaving and firefighting appliances (i.e. Lifejackets, Survival Suits, GMDSS Radios, EPIRBs, SARTS, Life Rafts, Rescue Boats, Fast Rescue Crafts, Line–throwing appliances, Rocket/Parachute Flares, Smoke Floats, Fireman’s Outfits, EEBDs, Fire Extinguishers, Fixed Firefighting Systems, etc.) and relevant record–keeping 
  • Verify that the ship’s Firefighting and Lifesaving Appliances Plans are posted in proper areas and maintained current 
  • Maintain the SOLAS Training and Firefighting Manuals up–to–date 
  • Record safety meeting minutes and submit meeting reports to the Master 
  • Prepare Emergency Drill Reports 
  • Care, verification, maintenance and inventorying of first aid equipment and where applicable medical supplies, ship’s hospital and all designated Standby Vessel rescue and recovery equipment. 
  • Implementation of the Hazardous Material Control program on board, ensuring that hazardous materials are properly segregated and stored, and current inventories maintained and updated Material Safety Data Sheets (MSDS) are available. 
  • Contribute to Horizon’s Safety culture by: 
  • Understand and comply with various safety processes within the Safety Management System 
  • Possess the skills to perform job related tasks and apply safe practices while performing physical tasks. 
  •  Have a thorough understanding of precautions and procedures related to the Safety Management System 
  • Have thorough understanding of pollution regulations and the company’s objectives regarding environmental protection.

  • STCW 6.2 Survival Craft
  • STCW 6.3 Advanced Firefighting
  • Marine First Aid & CPR (Advanced preferred)
  • DP Unlimited
  • Fast Rescue Boat Training
  • Vessel Personnel with Security Duties
  • Confined Space Entry & Rescue Training
  • WHMIS
  • Valid Seafarers Medical
  • Minimum 2-5 years of experience working as a 2nd Officer/DPO on Offshore Supply and Standby vessels and/or Anchor Handlers
